As per the amendment rules of the former Charter, in order to complete the amendment process, it had to go through the Tribune, Naruto.
Naruto has now completed his assessment and, unfortunately, ruled that the Atlas Declaration was passed in a way that didn't satisfy the Charter Amendment Process.
This is completely my fault, I thought that we could just adopt it through the new CHarter, that wasn't the case. However, the Charter itself was passed appropriately and is now legally in force.
We can now amend the new Charter and add the Declaration of Atlas in, as the rules for amendment are now far less strict, but it didn't satisfy the old amendment process.
So the Charter is legally in force, the Atlas Declaration isn't.
I suggest we just go with it for now, this does have the advantage of allowing us to be more flexible in our opening months and then we can revisit the Declaration at the next convention.
