There are around 1 million Monasteries, Academies, Temples, Sanctuaries and Major Shrines in Lemmingtopias which are recognised as being part of the Lemmingtopian Religion. Each of these establishments is largely self-managing, making up a mainly decentralised religious structure. There are also around 150 recognised cults, with each of these establishments contributing to at least one such cult. Around 30% of the male population and around 10% of the female population are monks. The size of these establishments ranges from shrines having just two or three residents to the massive Monastery in the capitol district of Lomapolis which has 45,000 monks. The exact beliefs of each establishment varies, with some revering different gods above others and some even being non-theist. While most monasteries teach martial arts as a part of monastic life, some monasteries put far greater emphasis on the importance of martial arts while some completely reject the use of fighting arts entirely. Some monasteries even work together to form their own armies, with some of the largest monasteries and academies having their own military force. These military forces have regularly taken part in Lemmingtopian wars and humanitarian missions and they were the bulwark of the resistance against the period of military dictatorship.
Each of these 1 million establishments are headed by an abbott, some use a different name, and these abbotts participate in local assemblies of Abbotts, co-ordinating religious affairs in the area. Each of these assemblies sends a delegation to provincial assemblies which, in turn, send a delegation to the National Assembly of Abotts, which also includes delegations from followers of the Lemmingtopian Religion abroad. This national assembly sits at Lomapolis, the Capital City, in the Palace of the Sages and forms the lower house of the pan-lemmingtopian religious authority, the higher house being the College of the Sages.
The College of the Sages consists of the Sage of each of the 150 or so recognised Cults. There are other unrecognised cults which are considered to be a part of the Lemmingtopian Religion, but without their leader being recognised as a Sage. Each cult chooses a Sage by an election of each of the religious establishments that contribute to the cult. The chosen Sage must be approved by the College of the Sages in order to be recognised as such.
As well as the 150 cult sages, there are five higher Sages, each being the highest religious leader in a geographical area. These are elected from the cult sages by the assemblies of abbotts in that geographical area. The official head of the religion (though not the spiritual leader) is the Master of the Faith, elected by the national assembly of abbotts from the higher Sages for a term of seven years. The Master of the Faith not only leads in religious affairs, but also leads the Lemming Corps, a huge organisation of both monastic and lay members which includes humanitarian missions, charitable projects, huge swathes of farming land and other industrial interests, a large portfolio of companie which generate income for the corps, missionary campaigns and even a sizeable military force with its own navy and air force.
The Spiritual Leader, who is revered as the leader of religious life, though is not the official head of the religion, is the Lemming Sage, elected from the higher Sages by the other Sages with approval required by the National Assembly of Abbotts. The Lemming Sage is also the Head of State of Lemmingtopias.
