Konoha Constitution
1. Konoha declares fealty to the Daimyo of the Land of Fire, whom shall be the Head of the NationStates Commonwealth.
2. Konoha is managed by the Hokage. Should the Hokage resign, be impeached or should the position otherwise become vacant, the Council, Jounin-Commander and the Daimyo will meet to appoint a new Hokage. Any attendee may nominate candidates and the Daimyo will appoint the Hokage-Candidate. The Hokage-Candidate will then face a vote of the Jounin, with a simple majority in favour required to elect him Hokage.
3. The Hokage will appoint a Jounin-Commander to lead the Jounin.
4. The Council will consist of members appointed by the Hokage and his predecessors. It will discuss matters of the region in private and advise the Hokage. The Council, with a super-majority of two-thirds in favour, may impeach the Hokage.
5. Members of Konoha are classed into Jounin, Chunin and Genin as well as civilians, with Jounin outranking Chunin and Chunin outranking Genin. A Jounin may be put in charge of a team of Chunin and Genin.
6. The Hokage or Jounin-Commander may establish any prerequisites of a civilian becoming a Genin. Genin will be made Chunin by appointment of the Jounin-Commander after a Chunin Examination Process. Chunin's may be promoted to Jounin by the Hokage.
7. A Jounin, with the approval of the Hokage, may found a Clan, which other members of the region may join. Each Clan will have it's own rules for succession of the position of Clan Leader, on membership and other clan laws.
